Methodology
The score runs from 0 to 100. It rises when a representative votes more often with the Trump-endorsed conservative agenda and more often to reduce immigration. Public criticism of Donald Trump since 2020 can hold the number at 80. A public attack by Trump, including calling the member a RINO, can hold it at 85 when the member has not criticized him. The table is sorted highest first. A grade that is not on file is dropped, and what remains is scaled so the score still runs on the same range. Nothing is filled in. A predecessor’s votes are not given to the member who replaced them.
Who is graded
The roster is the House as of October 18, 2026: 433 representatives and two vacancies, Florida’s 20th and Texas’s 23rd. Tony Gonzales resigned the Texas seat on April 14, 2026. Sheila Cherfilus-McCormick resigned the Florida seat on April 21, 2026. Neither vacancy is graded. A member sworn in during this Congress is graded on their own record. James Gallagher, Aisha Wahab, Everton Blair, Analilia Mejia, and Christian Menefee took office after the America First Insight file used here, so that file’s score is not assigned to them.
How pro-Trump they are in public
There are two ceilings. Neither is a zero, and neither is a separate penalty. Each one changes the published number only when the grade would otherwise have been higher.
A representative who has publicly criticized Donald Trump since 2020 is held at 80. That is the lower ceiling. It covers a documented statement or a vote to impeach him in January 2021. A policy vote by itself is not criticism. Every Democrat is inside this rule. That caucus impeached him and has opposed him in public throughout the period. No Democrat is high enough for the ceiling to change the number.
The other ceiling is 85. It applies when Trump has publicly attacked the member, or called the member a RINO, and the member has not criticized him. If both happened, 80 is the ceiling that applies. Kevin Kiley, the independent from California’s 3rd, is in neither group. His comments have been about partisanship and about tariffs imposed without a vote of Congress, and Trump has not called him a RINO by name.
10 Republicans criticized Trump and are inside the 80 ceiling. It changes two: Chip Roy would have been 96.8 and is published at 80; Nancy Mace would have been 89.6 and is published at 80. None of them is marked on the table.
- Brian Fitzpatrick, PA-01. Signed the October 15, 2026 letter urging Trump to revoke the Russia diesel license, and has said there would be “consequences” if the administration did not change course. Score 54.2.
- Chip Roy, TX-21. On January 6, 2021 he said on the House floor that the president “deserves universal condemnation for what was clearly, in my opinion, impeachable conduct.” Held at 80. Before the ceiling, 96.8.
- Dan Newhouse, WA-04. Voted to impeach Trump in January 2021. In October 2026 he also signed the House letter saying he was “particularly concerned” about Trump’s Russia diesel deal. Score 63.8.
- David Valadao, CA-22. Voted to impeach Trump in January 2021. He is one of the two Republicans from that vote still in the House. Score 62.4.
- Don Bacon, NE-02. In October 2026 he publicly opposed Trump’s Russia diesel deal, writing that it would “reward a dictator,” and signed the House letter urging Trump to revoke it. Score 61.4.
- Joe Wilson, SC-02. Signed the October 15, 2026 letter telling Trump the signers were “particularly concerned” about the Russia diesel deal and urging him to revoke the license. Score 76.7.
- Maria Elvira Salazar, FL-27. In a 2026 campaign video she told Trump, “Mr. President, some of your immigration enforcement efforts have gone too far.” Score 62.4.
- Michael McCaul, TX-10. Signed that October 2026 letter and wrote that he was concerned lifting sanctions on Russian oil “will only fund the Kremlin’s war machine.” Score 69.1.
- Nancy Mace, SC-01. On January 7, 2021 she said on CNN that millions “were misled” by the president and that “his entire legacy was wiped out.” She later endorsed him. The ceiling still applies. Held at 80. Before the ceiling, 89.6.
- Thomas Massie, KY-04. Has repeatedly criticized Trump in public, including Trump’s Iran strikes without a vote of Congress. Trump called him a loser and backed a primary challenger. Score 74.3.
The record is the January 2021 impeachment roll call; Nancy Mace’s January 7, 2021 interview on CNN, in which she said millions “were misled” by the president and that “his entire legacy was wiped out”; Chip Roy’s January 6, 2021 speech on the House floor; the October 15, 2026 House letter urging Trump to revoke a license for Russian diesel, reported by The Hill, including Don Bacon’s line that the deal would “reward a dictator” and Michael McCaul’s line that lifting sanctions on Russian oil “will only fund the Kremlin’s war machine”; Maria Elvira Salazar’s 2026 campaign video, “Mr. President, some of your immigration enforcement efforts have gone too far,” reported by Newsweek; and Thomas Massie’s repeated criticism of Trump’s Iran strikes without a vote of Congress. Trump called Massie a “pathetic RINO” and a loser and backed Ed Gallrein, who won the 2026 primary. Massie is seated until January 2027. Roy is at 80, not 85, because he criticized Trump. Trump also called him a “RINO” in December 2023 and asked for a primary challenger.
A later endorsement does not erase an earlier criticism. Mace later endorsed Trump. Massie later agreed with the diesel deal. Both stay inside the 80 rule, because the test is whether they have ever been publicly critical since 2020.
A war-powers vote is not enough on its own. Warren Davidson, Tom Barrett, Mariannette Miller-Meeks, and Zach Nunn voted to require a vote of Congress on the Iran strikes. That vote was described as a break with Trump. None of them is quoted rebuking him, and Trump has not called any of them a RINO, so none of them is inside either ceiling.
2 Republicans are inside the 85 ceiling only. Trump called each of them a RINO. None of them is quoted criticizing him. All of them sit below 85, so the ceiling changes no number.
- Jeff Hurd, CO-03. In February 2026 Trump withdrew his endorsement, called him a “RINO,” and backed a primary challenger after Hurd voted to cancel tariffs on Canada. Trump later restored the endorsement. Hurd is not quoted criticizing him. Score 72.9.
- Tom Emmer, MN-06. On October 24, 2023 Trump called him a “RINO” on Truth Social while opposing his bid for Speaker. Emmer has called Trump a fantastic ally and is not quoted criticizing him. Score 77.1.
That record is Trump’s October 24, 2023 Truth Social post on Tom Emmer during the Speaker fight, and his February 2026 posts on Jeff Hurd. Trump later restored Hurd’s endorsement. The label still counts. A disputed report of a private phone call is not included. A general threat that does not name the member is not included. In February 2026 six Republicans voted to cancel tariffs on Canada. Trump branded only Hurd.
How often they vote to reduce immigration
Immigration is NumbersUSA’s grade for the 119th Congress. The number is that organization’s immigration-reduction score. A higher grade means the member has voted more often to reduce immigration, and it raises the patriot score. At-large states are scored as the first district. The District of Columbia delegate is not in this House. If NumbersUSA has no grade for a member, that piece is left out rather than guessed. Where the same seat appears twice, the grade is matched to the person now holding it, not to a predecessor who still sits in the file.
How often they vote the Trump-endorsed agenda
The conservative-agenda piece is America First Insight’s current score for the 119th House. It measures how often the member votes the Trump-endorsed conservative agenda. A higher score raises the patriot number. This piece is weighted more heavily than the immigration grade. Members sworn in after that file was compiled are left without it. Their score, if they have one, uses only the grades that can be tied to them.
Missing grades
A missing grade is dropped. The grades that remain are rescaled so they still produce a score from 0 to 100. Two seated members have no score, because nothing on file can be tied to them: Aisha Wahab in California’s 14th and Everton Blair in Georgia’s 13th. Vacancies are listed and left blank. Scores are shown to one decimal. A tie sorts by seat.
